10/24/08: ROADS REPAIR ALERT - Roads in Four Hills Ranch and Espee Road have been repaired and are traverseable once again!
Over the last few weeks, we have installed 6 culverts, laid some large cinder and completed the Fall 2008 Arterial Roads (red roads on the 4HR map) blading throughout Four Hills Ranch; everyone should now be able to access their properties.
In addtion, Coconino County has repaired and significantly improved Espee Road before and after the Cataract Canyon crossing.
Please drive 20-30 MPH through the ranch to minimize road damage and keep the roads in good condition for everyone.

09/25/08: Howard Mesa Ranch POA has notified us that their north entrance from Hwy 64 will be restricted to Howard Mesa Ranch members beginning in the near future.
At the last Four Hills Ranch general meeting, a decision was made NOT to include the HMR north entrance as part of the HMR/4HR common roads. Including the entrance as part of the common roads would require 4HR to pick up a portion of the expenses associated with the gate installation and road maintenance for the additional roads .
Since we decided not to include the entrance as part of the common roads and share expenses, 4HR members are NOT authorized to use the entrance. Please respect our relationship with HMR and use only designated common roads when driving through HMR to get to 4HR, or other roads only when you are visiting a HMR resident.

08/19/08: ROADS ALERT - Significant 4HR roads damage from heavy rains and flooding!
Over the weekend of August 16th, there was torrential rainfall, high winds, tornado warnings and flash flood warnings in the Parks-Williams-Valle region. Along with a flash-flood in Cataract Creek, a number of the drainages throughout Four Hills Ranch flooded and we experienced at least one cattle tank breach over the weekend.
The extensive rainfall, associated flooding and tank breach did serious damage to many of the roads throughout Four Hills Ranch. Espee Road, which provides access to our south entrance, was closed for two days due to many miles of significant road damage and flooding at the Cataract Creek crossing.

06/07/08: 4HRPOA 2008 General Meeting a Success!
We achieved a quorum, had active participation from our membership, elected new Board members, and enjoyed some great socializing at the community BBQ after the meeting.

04/03/08: Spring Road Maintenance in Progress - Please drive with Caution
Please use caution while using our internal roadways as you may encounter heavy equipment and semi-constructed roadways.
We have ordered over 130 loads of surface gravels this year. We will bring the bulk of those loads down Espee Road. But, because as much as 1/4 of them will be applied to our East-side roads, 30 or so loads will need to be delivered via our Common roads in HMRPOA. Please expect to encounter fully laden truck-traffic on Big Elk, W. Jackrabbit, and So. Latigo Roads through April.
Three areas need special caution: First, Big Elk narrows to one-lane's width just before the leased State easement. Second, the stop-sign at White Tail Loop and Big Elk needs to be repaired. Third, fully loaded trucks take more time to stop than a car, so please approach trucks at a very low speed -- we have asked the truck drivers to drive slowly also.

The 2000 ADOT Gravel Roads Manual (6MB download) is a great reference guide for maintaining and improving gravel roads such as those on Four Hills Ranch. The Roads Committee has included it as part of its reference materials.

08/27/07: Tom Makofske and Tim Starnes Join the Board
Tom Makofske was elected to the Board through mail-in ballot by the Association membership in July 2007. His term will run until the General Election in 2010. Tim Starnes was appointed to the Board by the Board members for a one-year term to replace Krisin Patrick who resigned from the Board in July. Please welcome your new members to the Board.

Board meeting will be reconvened on August 25th 9am - 11:00am at the Valle Airport. The meeting will be closed to the public from 9-9:30am, as the Board will be appointing a member to replace Kristin.

May - June 2007: Road Construction in Four Hills Ranch, please WATCH OUT for HEAVY EQUIPMENT
Road Constuction will be occuring on the east side of Four Hills Ranch during May and June, with specific improvements on South Latigo and Brushy Canyon roads that require heavy equipment traffic and may cause delays in accessing properties.
Please use extra caution on the roads while the road construction is occuring. If you have any questions or want an update on the construction contact the 4HRPOA Roads Committee.

04/05/07: A few Four Hills Ranch lot addresses will be changing
The county is making some road name changes for clarity and to eliminate duplicate names. A few roads in Four Hills Ranch have been effected but it doesn't appear that we'll need to replace any road name signs because the changes are minor
In addition to the street name changes, there will be some reassignment of address numbers to meet the requirements of the new County addressing grid. The principal need for having addresses that fit the county addressing ordinance is for public safety and for the establishment of an accurate E-911 system, so that when a 911 call is placed, the address and location immediately come up on the screen of the 911 dispatcher and emergency personnel can be sent to the correct location.
Each lot owner that has an address number change will be notified directly by the County.

03/24/07: 4HRPOA members do not pass the Special Road Assessment of $300
In February 2007, Association members did not pass a proposed $300 Special Roads Assessment proposed by the 4HRPOA Road Committee and Board. The voting results can be viewed in the 3/24/07 Board Meeting minutes.

03/05/07: Private Property - No Trespassing Signs installed at Four Hills Ranch
In early March, Steve Shields, Eleanor Johnson and Thad Johnson installed four Private Property - No Trespassing signs at the entrances of Four Hills Ranch. They are located where Espee Road first enters Four Hills Ranch properties, where Red Bluff Road intersects with Espee Road, at the South Latigo Road entrance and at the Jack Rabbit Road entrance.

01/18/07: 4HRPOA members pass CC&R modification to annual assessment (dues) calculation
In December 2006, Association members passed a change to the CC&R annual assessment calculation via mail-in ballot, making the assessement calculated "per lot" rather than "per acre". This change will increase the amount of funds available for road maintenance as lots are split and sold within Four Hills Ranch. This change will be reflected in the 2007 annual assessment (dues) invoicing.

04/08/06: Firewise Seminar in Valle, AZ -- Please Attend if Possible
The UofA Cooperative Extension is organizing a Firewise Seminar to be held at the Valle Airport (555 S. State Route 64, Valle, 86046) on Saturday, 8 April, from 0900-1230. The airport is located at the intersection of Highways 180 and 64. Registration and check-in will start about 0830.
The agenda looks very informative and much of the focus will be on the "panel discussion" at the end of the day.

03/10/06: 4HRPOA no longer using RanchKidz for property management support -- New contact info
As of 3/1/06, the 4HRPOA is no longer using RanchKidz as a property management company. The 3/2/2006 Board Meeting minutes describes the transition of 4HRPOA administration from RanchKidz to the Board in more detail. Please direct all future 4HRPOA contact and correspondence to the addresses and phone below. A 4HRPOA address change request was processed at the Bullhead City US Post Office, so any correspondence sent to the old address will automatically be forwarded to the new address.

02/20/06: REMINDER -- 4HR Roads for 4HR Members ONLY!
The Four Hills Ranch POA Board has been approached various times over the last few months by individuals owning "land-locked" properties adjacent to Four Hills Ranch. These property owners have asked permission to use the Four Hills Ranch roads for access to their properties. After careful consideration, the Board has decided not to allow access through Four Hills Ranch to properties that are not part of Four Hills Ranch. The Howard Mesa Ranch POA Board has also refused access from their roads.
The Four Hills Ranch POA Board wants to remind all Four Hills Ranch property owners that granting access through their Four Hills Ranch properties to properties that are not part of Four Hills Ranch cannot be done without first receiving written approval from the Four Hills Ranch POA Board.

02/20/06: WILDFIRE Protection Plan -- Input requested by March 1, 2006
WILLIAMS, Ariz. – The Greater Williams Area Community Wildfire Protection plan will be presented at three meetings this week, to be held in Flagstaff, Parks and Williams, for the benefit of interested citizens.
“This plan lays out a framework for making local communities more defensible against wildland fire over the next 10 years,” said Joe Reinarz, fire management officer for the Kaibab National Forest’s Williams and Tusayan Ranger Districts and a participant in the creation of the plan. “Because it directly affects communities like Williams, Parks and Sherwood Forest Estates, we want to hear local citizens’ input.”
The Greater Williams Area CWPP can be viewed on Coconino County’s Web site at www.co.coconino.az.us under “Emergency Services.” Comments can be sent to plan developer George Kleindienst at gwkleindienst@aol.com. Community members will be able to view the posted plan and provide comments until March 1.
